Why it matters

Turnarounds rarely run to plan, and missing material is one of the quietest reasons.

Scope keeps growing after freeze. Findings come in after the plant opens. A part that is "on order" turns out to be short by half, or promised a week after the crew needs it. The spreadsheet says green until the day it doesn't.
